What is a Safety Action Plan?

A safety action plan is a guiding document used to prevent roadway fatalities and serious injuries in a region. Safety action plans use data analysis to characterize roadway safety problems and strengthen a community's approach through projects and strategies that address the most significant safety risks. A successful safety action plan includes seven key components:

  1. Leadership commitment and goal setting

  2. Planning structure

  3. Safety analysis

  4. Engagement and collaboration

  5. Policy and process changes

  6. Strategy and project selections

  7. Progress and transparency

Why is KIRPC completing a Safety Action Plan?

KIRPC is completing a regional safety action plan as a commitment to Vision Zero. The Safety Action Plan will identify actionable steps that can be taken by the region to reduce roadway and pedestrian fatalities and serious injuries across the regional transportation network.

What is Vision Zero?

Vision Zero is a strategy to eliminate all traffic fatalities and severe injuries while increasing safe, healthy, equitable mobility for all. First implemented in Sweden in the 1990’s, Vision Zero has proved successful across Europe and is gaining momentum in the United States.

Pillars of Vision Zero include:

  • Zero is the only acceptable number of deaths within our transportation systems.

​

  • Humans fail. Design shouldn't. System designers are responsible for the design, operation, and use of the road transportation system and are responsible for the level of safety within the system. Road users are responsible for following the rules set by the system’s designs. If users fail to comply, system designers are required to take further steps to counteract deaths and injuries.

​

  • Collaboration among various levels of government, public services, private industries, and others engaged in the planning, design,
    operations of transportations is the key to successful implementation.

​

  • Collaboration with police, fire, and emergency medical services (EMS) in addition to road users and society in general is essential.

​

  • The advancement of Vision Zero must focus and rely on a data-driven approach and evidence-based best practices

​
